Adv. Shirley Tomer has eighteen years experience in the field of planning and building, including in matters of planning and licensing, betterment levies, and compensation for planning damages and expropriations. Adv. Tomer served as a partner and manager in the field of planning and building in one of the leading offices in the field of real estate – Manoach & Co. and subsequently as a legal consultant for the local planning and building committee in Hod Hasharon. In parallel to her legal activity, Adv. Tomer was active in academia as a lecturer in planning and building and real estate laws in the Business Management Faculty at Tel Aviv University and as a lecturer in additional forums such as the Federation of Local Authorities and the Israel Bar Association.

 

As part of her roles Adv. Tomer handled many and diverse cases, including representation in oppositions before local and district planning and building committees and before the National Building and Planning Committee, representation in appeals before district appeals committee and before the National Council for Planning and Building including its sub-committees, representation in betterment levy proceedings, representation in administrative petitions and civil proceedings before district courts and the Supreme Court, and support for planning processes of complex projects including infrastructure projects for the largest companies in the economy.

Adv. Shirley Tomer has been a member of the Israel Bar Association since 2002. Adv. Tomer participates in professional events of the Association as a lecturer in the fields of her expertise.
